Disability services advocate Geoff Stein, director of autism support foundation Giant
Steps Sydney, warns the scheme will falter unless all politicians were united in their
support.

"People with disabilities and their families wanted the reforms delivered without delay,"

he said in a statement.

They would be extremely disappointed if the process became mired in political bickering
and turf wars.

"A minority federal government and disparate state and territory governments, all pushing
their own barrow, pose big risks for the process," Mr Stein said.

The federal coalition is giving the scheme qualified support, saying it wants to see
more details of any government plan to get it off the ground.

A Victorian judge has won the support of Premier TED BAILLIEU .. after she called for
the immediate suspension of a driver's licence when it's clear that person's a danger
to the public.

Delivering sentence on a man who was driving under the influence of heroin when he
killed a 71-year-old grandmother in a car crash .. Judge LISA HANNAN said police need
the power to stop these incidents before they occur.

JOSEPH BRIGANTE had been spoken to by police about his erratic driving a number of
times in the 10 days leading up to the crash which killed BARBARA DIGBY in May last year.

Mr BAILLIEU's agreed that police should have the power to get certain drivers off the
road before it's too late.

BRIGANTE's been sentenced to six years and two months in prison .. with a non-parole
period of four years.

A coalition government in New South Wales would pass retrospective legislation to protect
witnesses at the inquiry into the five-billion dollar sale of electricity assets.

The Labor government is accused of trying to derail next month's hearings of the upper
house inquiry .. by proroguing state parliament two months earlier than expected.

Premier KRISTINA KENEALLY has said this means the inquiry is illegal .. and witnesses
won't be protected by parliamentary privilege .. but Opposition Leader BARRY O'FARRELL
says if he wins the March state election .. he'll legislate to protect the witnesses.

He says the coalition is determined to ensure the public learns the facts about Labor's
power sell-off.

MELBOURNE, Aug 17 AAP - Former chief fire officer Russell Rees has apologised to people
who lost loved ones on Black Saturday and accepted criticism of his role by the Bushfires
Royal Commission.

More than two weeks after the royal commission into the fires delivered its scathing
final report, the former Country Fire Authority (CFA) chief said he believed the report
was "fair and reasonable" and he acknowledged his leadership shortcomings.

Mr Rees said not a day went by when he did not think of the events of February 7, 2009,
when 173 people were killed in bushfires fuelled by a deadly wind change.

Mr Rees, who stepped down from his post on June 30, was holidaying interstate with
his family when the commission's final report was handed down on July 31.

He said he read the report last week before deciding to respond publicly on Tuesday.

"My thoughts are with those who lost loved ones in this terribly tragic event. And
to those people I say I am truly sorry for their loss and I feel for them," he told reporters
in Melbourne on Tuesday.

He also apologised to those within the CFA who were "deeply affected by this tragedy".

Mr Rees said there was no doubt that, if he had his time over, he would do some things
differently, but he still believed he did the best he could on the day.

He acknowledged "that as an individual there are shortcomings".

"In the life of an emergency manager, it's very difficult to get everything right and
I acknowledge those criticisms, those shortcomings that they (the commissioners) commented
on," Mr Rees said.

The final report into the disaster found Mr Rees adopted a "disturbing" leadership
style to deflect his responsibilities during Black Saturday, a criticism he shared with
other emergency services leaders in charge on Black Saturday.

He failed to oversee fire warnings, create statewide fire plans and maintain contact
with what the report calls "poorly equipped" incident control centres, the commissioners
found.

"He, therefore, remained operationally removed from the fires and, as a result, was
not in a position to appreciate the deficiencies in the staffing and expertise of some
incident management teams," the report says.

"The commission observed a disturbing tendency among senior fire agency personnel -
including the chief officers - to consistently allocate responsibility further down the
chain of command," it concluded.

Mr Rees said he was "considering a range of options" in relation to his next move after
his long career with the CFA.

The state opposition's bushfires spokesman and Nationals leader Peter Ryan said Mr
Rees' apology would be welcomed by bushfire victims.

"An apology by Russell Rees for his involvement in the failings on Black Saturday will
bring some level of closure to the people in fire-affected communities."

The Victorian government has supported 59 of the commission's 67 recommendations but
is holding out on the remaining proposals, including voluntary buy-outs of homes in high-risk
fire areas and overhauling overhead power lines in bushfire zones, pending further consultation.

Fed: Border protection intercepts another asylum seeker boat

CANBERRA, April 9 AAP - Border Protection Command has a boarded a boat carrying 70
asylum passengers near Christmas Island.

The passengers were rescued from their floundering vessel after it issued a distress
call on Thursday, saying its engine had failed.

It is the 38th asylum seeker boat arrival in Australian waters so far this year.

Details of the interception were released shortly before the start of a government
press conference in Canberra which is expected to detail new arrangements for processing
asylum seekers and border security measures.

NSW: Police net WWII machine gun in Wollongong weapons haul

SYDNEY, Aug 26 AAP - A weapons seizure involving a World War II machine gun and another
home-made machine gun has led to charges against three men.

They have been accused of trading illegal firearms.

A five-month investigation by Strike Force Bowl resulted in Wollongong police charging
three men aged 59, 39 and 55 on Wednesday.

Police allege the men are members of a criminal network based on the NSW south coast.

Twelve weapons were allegedly seized, including a World War II Bren Light machine gun
capable of firing up to 520 rounds a minute.

The Bren gun was made famous by Australian and other allied forces during World War
II and has a maximum range of 1.5 kilometres.

Following a police search of their homes, the trio were charged with numerous offences.

The most serious of these were supplying prohibited weapons, knowingly dealing in the
proceeds of crime and supplying individual unlawful weapons.

Superintendent Kyle Stewart said the weapons haul also included a 12 gauge shotgun
and several pistols.

"Investigators seized the weapons over several months and the warrants today were to
search for paraphernalia including ammunition and other illegal property," Supt Stewart
said.

"All the firearms are being forensically tested.

"The broader allegation is the men are actively involved in a criminal network."

Supt Stewart said the men would remain in custody ahead of their appearance in Wollongong
Local Court, which is expected on Thursday.

Bail will be opposed at that time, he said.

The opposition says KEVIN RUDD should sit down with the coalition to devise new border
protection polices because Labor's soft approach isn't working.

Opposition Leader MALCOLM TURNBULL has echoed the Prime Minister's strong comments
about people smugglers .. saying it's a loathsome and evil trade.

But in the wake of yesterday's explosion aboard a boat carrying 47 asylum seekers off
northern Australia .. he says the nation must also have strong policies.

Mr TURNBULL says since the Labor government softened the border protection laws there's
been a dramatic increase in unauthorised boat arrivals.

He says .. if there's intelligence showing no relationship between these softer policies
and increasing numbers of unauthorised boat arrivals .. the government should release
it.

Mr TURNBULL says the government should also be prepared to meet with the coalition
to devise new effective policies.

Two boys aged 12 and 15 will face court next year charged with sexual assault .. after
an incident during a school excursion on the New South Wales south coast.

Police say the two youths allegedly indecently assaulted a 15-year-old girl while she
was swimming with a friend at the Jamberoo Action park near Kiama on Tuesday.

The girls reported the incidents to park management and police stopped a bus on Mount
Ousley near Wollongong.

The boys have been granted conditional bail to appear in Port Kembla Children's Court
on January 5.

SA: Federal intervention needed on River Murray, Xenophon says

ADELAIDE, Aug 8 AAP - The federal government should take over the Murray River system
to save the dying lower lakes, Senator Nick Xenophon says.

The independent senator for South Australia said the river needed to be managed in
the national interest and the federal government should intervene.

"At the moment, the commonwealth does have powers it can use, including environmental
powers and treaty obligations."

The current Council of Australian Governments agreement on managing the Murray-Darling
Basin, signed in July, was flawed, he said.

"It did not allow for the commonwealth to intervene," Senator Xenophon said.

"The river system is still subject to sectional state interests and it is subject to veto.

"We have seen that Victoria has behaved like a vandal in terms of ensuring that there
is a national approach to the river."

He said sanctions needed to be put in place for those who fail to safeguard water and
the current water buyback needed to be fast tracked.

The senator will join thousands of people at the lower lakes on Sunday at a rally to
draw national attention to the plight of the Murray.

Today's The Australian says it is time for Mr Swan to get the economy into top gear.

As Australia's seasonally adjusted unemployment figures fell to a record low of 4.1 per
cent in January from 4.3 per cent in December, people should be dancing in the streets
instead of listening to Mr Swan's grim predictions.

The call from many quarters has been for the government to abandon the promised tax
cuts, but the Oz says this would be a disaster.Instead, what the government should do
is to reduce government spending by $31 billion over the same period.

The government must also take an axe to welfare, and all recipients should be subject
to work tests and payments made equal to stop churning between benefits.

The Australian stands by its record of saying that the problem is not when the boom
ends, but in its management over the next couple of decades.

Another problem identified by The Australian is the shortage of skilled labour, which
can be rectified by issuing more 457 visa to skilled migrants.

The Oz also notes that unions oppose this strategy, as they have done over the past
100 years. While immigration is at a record high of 170,000 a year, The Oz says that many
in business think that ti should be double this.



The Sydney Morning Herald looks at two sides of a new war going on over the Channel
Nine series Underbelly. Firstly it takes a swipe at Channel Nine for thinking it could
undermine the legal system during an ongoing trial in Melbourne connected to events portrayed
in the series.

However, the SMH says that in the digital age Justice Betty King's suppression of the
program being screened in Victoria is useless, as the program is easily downloadable from
the internet.

While upholding Justice King's right to interpret the law, the SMH says that her remarks
made in her commentary are indefensible as they reinforce the impression that judges believe
that the public are simpletons.

As the NSW Law Reform Commission is looking at giving NSW juries greater instruction,
Justice King's attitude seems to risk undermining the very jury system she seeks to defend.

Besides, melbourne has been living with these events for the past 20 years.



The Financial Review says that while the banks are big and ugly enough to look after
themselves, the view that they are behaving like bandits is wrong. The editorial supports
this view by saying that the present credit crunch has caused the Commonwealth Bank's
current stagnant interim profit

It says that the big lenders not only take the risks but also take up the slack of
poorly funded mortgage lenders. In the end this results in higher funding costs and more
bad debt.

The Fin also asks if the chief executive officers of the major banks find it difficult
to read "choppy credit markets", then it must be also difficult for the treasurer who
must take his outlook from data supplied by regulators.

The Fin says that the main issue is whether the financial system can continue to function
during a credit crisis so that households and business can borrow and economic activity
can continue. The Reserve Banks said this week that the major banks had just filled the
gap left by the collapse of securitised lending.

While the US is in real trouble, we may be able to weather the storm as we did during
the Asian financial crisis.



The Daily Telegraph main editorial looks at a case where a person in the Juvenile Justice
system Saw II as entertainment for young inmates at the Cobham Juvenile Detention Centre,
causing an inquiry.

The Telegraph points out how inappropriate the choice of video was, and the inquiry
is. Condemning the use of taxpayers' money to teach young offenders even more crime tricks,
the Tele says the incident had the hallmarks of a Monty Python sketch.



The Herald Sun says the choice of former Victorian premier Steve Bracks to head
a federal inquiry into Australia's car industry raises serious questions about what politicians
do at the end of their terms.

The federal opposition has labelled Mr Bracks' selection by the Rudd government as
a case of jobs for the boys, the editorial said.

Mr Bracks had good contacts in Victoria's car industry but the editorial said it was
fair to ask if Mr Bracks was best qualified for the position.

The editorial said a suspicion lingered that Mr Bracks would be used to rubber stamp
the Rudd government's predetermined outcomes, with Shadow Treasurer Malcolm Turnbull suggesting
the Productivity Commission should have investigated the industry's viability.

"The Herald Sun has reported that Alexander Downer, Peter McGauran and Peter Costello
are set to quit Parliament following the defeat of the coalition last November. Life on
the back benches obviously has little appeal, the editorial said.

"All are talented former senior ministers, with marketable recent experience.

"Yet the propriety of using knowledge and contacts gained on the inside of public service
for the later profit in private employment remains vexed."

"The Rudd Government has banned former ministers for 18 months from working as lobbyists
in areas in which they had responsibility.

"This code of conduct provision does not cover ex-premiers and now Mr Bracks is the
beneficiary of that.

"It is to be hoped Mr Bracks's contribution will be a valuable one and that his findings
will be judged on their merit, rather than politics."



The main editorial in The Age said the shootings of East Timor President Jose Ramos-Horta
and the attack on President Xanana Gusmao could strengthen the nation's democracy and
focus it on the future.

The killing of "increasingly erratic" rebel leader Alfredo Reinado in the attack on
Mr Ramos-Horta "provides the Timorese government with an opportunity for progressive change"

that could "lay the groundwork for a more stable future", the editorial said.

The attacks could focus the government's attention on national security and spark reform
of the nation;s security sector - the basis of its national security policy.

"The reform of the security sector should go a long way in addressing the prevailing
sense that civic law has little meaning," it said.

"The roles of the police, who suffer from low status, and that of the army, which has
yet to settle into a new post-resistance role, need to be clarified.

"Political control and parliamentary and judicial oversight of both forces needs to
be more transparent.

"The disarming of Reinado's forces, former police and civilians would be a good first
step on the road to building a more accountable and safer society."

Achieving full democracy requires stability, which is predicated on replacing an existing
culture where violence is used to express opposition or dissent, the editorial said.

"East Timor's Prime Minister, Mr Gusmao, described the attack on himself and Mr Ramos
Horta as a strike against the democratic character of the country," it said.

"It must be hoped that this fledgling democracy will emerge the stronger for it."



Brisbane's Courier Mail says the population explosion in southeast Queensland has caused
the state government to look to the private sector to build new schools. The plan is to
access the finance through the Queensland Treasury Corporation, causing the risk to the
developer to all but disappear.

The Courier Mail says this plan is being opposed by the unions on the grounds that
new schools' maintenance contracts will not be subject to union conditions.The teachers'
union is also seeking assurances that the planned seven new schools are not already on
the government's capital works program.

The main concern that the Mail has is that the schools should be build on time, saying
demand must be met.

BRISBANE, Aug 28 AAP - A man is in a critical condition after being shot in north Queensland.

The 27-year-old was shot in the chest at an address at Charles Street, in the Townsville
suburb of Aitkenvale, early today, police said.

Police have shut down the street and are interviewing witnesses.

A police spokesman said it was believed the man was shot once.

JOHN HOWARD says HIV-positive people should be denied entry to Australia as migrants or refugees.

Speaking on Southern Cross Broadcasting .. the Prime Minister says Australia already
stops people with tuberculosis coming in .. and this is why he supports stopping HIV-positive
people as well.

He says he'll look at changing the law to stop HIV-positive people coming to Australia.



Daylight (HOBART)

Two Australian states and a territory have adopted a longer daylight saving period.

The move will end clock discrepancies in the summer by bringing New South Wales ..

Victoria .. the ACT and Tasmania into the same time period .. from the first Sunday in
October until the first Sunday in April.

Tasmania has previously been one hour out of step with those states .. because it started
daylight saving three weeks before they did.



Lewthwaite (SYDNEY)

Convicted child killer JOHN LEWTHWAITE has been granted parole .. two weeks after he
was cleared of indecency charges by a Sydney court.

51-year-old LEWTHWAITE had been in custody since his last long parole was revoked in
September last year .. after he sunbathed nude at Wanda Beach in Sydney's south.

State Parole Authority acting chairwoman DEIRDRE O'CONNOR .. says they've decided to
grant LEWTHWAITE parole .. and he'll be released as soon as possible.



Anzac Sunrise (SYDNEY)

Senior government frontbencher JOE HOCKEY .. has backed his political foe KEVIN RUDD
.. over allegations the Labor leader teamed with the Seven Network to attend an Anzac
Day dawn service in Vietnam .. televised before dawn.

Mr HOCKEY's told Seven's Sunrise program .. the plan was about honouring the diggers
on Anzac Day.

He says there was no attempt to score political points .. and no one should doubt the
intentions of the Mr RUDD or the network staff.



Coghlan (MELBOURNE)

49 workers are staging a sit-in at a car parts factory in Victoria's south-west after
being stood down.

Workers at Coghlan and Russell Engineering in Geelong .. were stood down yesterday
without pay .. or assurances they will receive almost 1.5 million dollars owed in entitlements.

The Australian Manufacturing Workers Union .. says the factory entered administration
on Wednesday .. a move the union says is putting the country's car industry at risk.



UK Capsize Toll (LONDON)

Three Norwegian crew members have died and another five are missing .. after their
tugboat capsized in the North Sea .. off the coast of Scotland.

British coastguards say seven more crew have been rescued from the Norwegian supply
tug .. which capsized 120 kilometres north of the Shetland Islands.

As night sets in .. a rescue operation involving two helicopters and three vessels
is scaling down .. but a naval diving unit remained on the scene with divers. planning
to continue the search.

A military hearing in Guantanamo bay has heard from an Indonesian man .. who's been
